Request Expression of Interest Performing Repairs on 161 kV Towers

Staatsolie Power Company Suriname N.V. (SPCS) is soliciting interest from service providers who have the skills, competencies, experience and technical requirements to carry out the services listed. This is an Expression of Interest and not an Invitation to Bid.

Interested service providers must provide evidence that they are qualified to perform the indicated services, such as similar assignments, experience in similar projects, availability of appropriate skills, expertise and technical requirements. Service providers who meet these general requirements and competencies and are interested in participating in the tendering process are invited to express their interest.

 

Service description

The double circuit 161 kV overhead transmission line between Paranam and Afobaka in Suriname, SA contains 158 towers. Recent inspections have shown several defects in components which need to be repaired or replaced.

SPCS Hydro is soliciting interest from service providers who can provide maintenance services to repair or replace the network components on the 161 kV overhead transmission line.

Scope

Perform repairs or replacement of network components on the 161 kV overhead transmission line between Paranam and Afobaka in Suriname, SA. The material (components) will be supplied by Staatsolie Power Company Suriname as well as a rescue team which will assist during climbing of the 161 kV towers. The repairs or replacements of the network components shall be performed by the service provider under the supervision of Staatsolie Power Company Suriname. Before starting with the job electrical safety training will be provided for the team that will be working on the towers.

Submission Requirements

  • Interested service providers are requested to submit their EOI, which should include the following:

 

  • Company Profile:
    • Overview of the company, including years of operation and areas of expertise.
    • Details of relevant craft qualifications/certifications, licenses, and accreditations in this field.

 

  • Experience and References:
    • Summary of experience in repairs or replacements of network components on a 161 kV transmission line.
    • Case studies or references from similar projects already successfully performed.
    • Technical Capability:
      • Description of equipment and technologies used for repairs or replacements of network components on a 161 kV transmission line.
      • Details of safety and environmental management systems in place.
    • Proposed Methodology:
      • Outline of the proposed approach for repairs or replacements of network components on the 161 kV transmission line from Paranam to the Afobaka Hydro power plant in Suriname, SA.
      • Measures for ensuring regulatory compliance and environmental protection.
    • Contact Information: Name, title, and contact details of the person authorized to discuss and negotiate the EOI.

    The Expression of Interest must be submitted no later than 7 March 2025, 23:59 PM Suriname time. Evaluation of the submitted Expressions of Interest will result in a shortlist of potential bidders who will receive an Invitation to Bid.
